I know that this table-environment is deprecated. But it is best suited for my project. I love the use of the template with this environment.
Comment the line with the \catcode command in tabl-tab.mkxl and remake the format file (context --make).
% tabl-tab.mkxl \permanent\protected\def\definetabletemplate % to be redone {\bgroup %\catcode\barasciicode\othercatcode \tabl_table_define_template}
