Thanks Wolfgang. It's obvious when you think about it, but still
unexpected. Here's a more minimal example:
\usetypescriptfile[iwona]
\starttext
 \hbox{before \usetypescript[iwona] after}
\stoptext
The problem the same as here:

\starttext
\ruledhbox{ \def\test{} A}
\stoptext
