I have no understanding of what the problem is to know even what to
say to the network guys. Could you possibly put forth some hints about
possibilities?
Is it any coincidence that gnustep.org and contextgarden.net are both
unaccessible?

This means that:
The named host probably does not exist.
Some server along the way is lying, because the host definately does exist (it has IP 83.151.27.139), and its authoritive nameservers report the information correctly.
I have tried both directly with no success.
