this might do what you intend:

    \starttext
    \bTABLE[split=repeat,align=normal]
       \bTR\bTD Something\postponenotes\footnote[x]{bla bla}\eTD\eTR
       \bTR\bTD Foo\note[x] \eTD\eTR
    \eTABLE
    \flushnotes
    \stoptext
