      Hi Hraban,

Probably instead of
...
\setuplist[chapter][
 before=,
 after={\placecombinedlist[content][criterium=local]},]
you wanted to say

\setuphead[chapter][
	before=,
	after={\placecombinedlist[content][criterium=local]}]

which gives the expected result without any problem…
