In LaTeX the hyperref package does the job (with help of
\pdfstringdef, which redefines a whole bunch of things). Most ConTeXt
documentation contains these headers, but I haven't seen any examples
in ConTeXt sources yet.
Try:
\setupinteraction
    [state=start,
    title={...},
    author={...},
    keywords={...}]
