way=bypage should do that (hopefully)

2. General: I had to experiment quite a bit with the before= and after= keys of \setupnote to make them really do what I wanted. Here's what I found:

a. before=\blank[1cm] % texexec will fail with an error

b. before={\blank[1cm]} % does nothing

c. \def\myblank{\blank[1cm] before=\myblank % works

I guess it has something to do with TeX's expansion mechanism, but I found it confusing, and I think (hope?) that others will find it a bit confusing too. Is this intentional, can it be made easier for users?
