[NTG-pdftex] pdfinitex != pdftex --ini?

      What is the difference between pdfinitex and pdftex --ini?

I can't find the format file `pdfinitex.efmt'!

Shouldn't the first behave as the second?

Man page says --ini: Be pdfinitex...
