So pdftex.web _or_ pdfetex.web would be easy, but having one file for both would be difficult. Shall we simply drop pdftex.web and go for an integrated pdfetex.web? Both TeX and eTeX are very stable.
drop also, let's define pdfetex as an abbreviation for pdfe(xtended)tex i suppose that you merge the etex code into the flattened file? Hans
