The last person working on this has been Siep Kroonenberg (one of my co-workers), but here support patches are not quite up-to-date I think (I have some updated stuff here that allows me to compile metapost 0.901, but I have not tried pdftex yet). See here: http://tex.aanhet.net/mingwtex While DJGPP binaries are easy to create, they are a bit slow.
